Obviously they will consider costs of building & maintaining a railway, but even with that narrow focus they must look at likely tonnage moved, possibility of future expansion of ROF production from a base-case, etc. That in turn puts a definite figure onto freight cost per ton.

If they extend this study to the economics of mining any particular ROF ore deposit, we will have some very interesting developments in sight.
