NOT's East-West road would merely be one spoke of the entire infrastructure "wheel"...there will be ample time/opportunity for all parties involved to determine the optimal outer boundaries/perimter as well as the other necessary spokes of that wheel required to accomodate the First Nations in the area. At the end of the day, an initial road is required to transport in all of the heavy equiptment needed to complete the remainder of the transportation web.
