Transfer the ROF minerals to Alberta if you want to see the Fed Cons spring into action. Remember Harper's origins, and where his loyalty lies. He isn't interested in Ontario in the slightest, and his opinions of everyone east of Saskatchewan are frozen into the base of his belief system, formed in his youth and static since.
Clement is a politician to his bone-marrow, and looks to his boss for direction, with an eye out for pork barrel opportunities. Both he & Harper worship at the feet of Large Corporations, and any small local company is dismissed from consideration. Big Corps make big contributions and offer all sorts of perks to ex pols.
Development in the ROF won't benefit Harper's Alberta directly, won't gain the Cons seats (they have a majority & just need to hold on), and might benefit the degenerate population of liberal-thinking and corrupt (my opinion of his opinion) Ontario.
Of course the best time to invest in infrastructure is while interest rates are low, Clement knows this, and commodities change value in a cycle, up & down fairly regularly. Also, chromite will be in short supply, with rising prices fairly soon. With decent transport & electricity available in the ROF the chromite deposits will be highly competitive on world markets, able to produce profitably at lower prices than some competitors.
