cbc news says: "Infrastructure funding — particularly for northern Ontario's Ring of Fire — was on the agenda, as well as the drinking water available to First Nations." underlined mine.
The Premier and PM only need to agree in general term on the funding for the RoF. For example, the conversation might be something like this.
- PM: So, I see that you wanted some money...how much it?, a billion or two?
- Premier: Two would be good.
- PM: Fine then. Just pass along the message along to Michael and Greg that we had this talk.
- Premier: I am sending Michael a text message right now. (Premier typing: Hey Mikey, tell Greggy that we've got 2B for the RoF)...Thanks very much Stephen, and will see you at the game, drinks on me.
Presumably, the rest of the RoF details on infrastructure funding would come out following the meeting(s) between Gravelle and Rickford (and Rickford with Frank S.)
