This kind of (small) business is actually quite lucrative, and within reach for the local FNs. NOT and CLF had in mind an accommodation facilities for hundred of workers in CLF proposed BT mine plan. Along with that hotel (make it a fancy one, with indoor pools and spas) there would be a need for supporting facilities for shopping, haircuts, and entertainment. This complex could be call the RoF Centre and the hotel accommodation could be called the RoF Hilton . This would be of course open to Vic, Paris H., and other visitors (fishing, hunting, or just plain riding ski doos around for fun and a taste of Ontario North).
With CLF gone from the scene, KWG and NOT can certainly get together and do the same thing. It would be a slam dunk case if the FNs, KWG and NOT get together and petition the Ontario gov. to support this kind of venture with the FNs running the RoF Hilton and Shopping Centre. The government would have no excuse not to support this kind of initiative. OF course they would need to building some mining operation (of course KWG and NOT would need the permits from various government ministries) which must to have transportation access. As they said, ...just slide this $1B baby in.
Confucius says: "Start small and leave enough room for expansion". Remember Michael DeGroote? He started Laidlaw Transportation (which he sold for $0.5B years ago) with 1 truck and probably just a few dollars in his pockets.
