The one little facet that keeps nagging at me with respect to the "difficult ... financing environment" is that the current PP doesn't seem to be available to retail shareholders. If they are having problems getting it filled, then why wouldn't it be available through regular Canadian brokers?

I can only assume that it isn't available for the retail market because it is tentatively fully subscribed, and the problem lies with the large institution(s) who have tentatively decided to take it being unwilling to commit the final step because of something. What that is, currently eludes me.
