Here is the link to the Ontario Govt Min of Finance 2014 Budget discussion, Building Modern Infrastructure is the bit we are interested in.

Down the page, in the section titled Allocating the Dedicated Funds, you will find mention of projects that "could include" the ROF & Ontario Northland.
