Yes, it's true, but on another mega project, the Keystone XL seems to hit some delays. Perhaps our friend south of the border thinks that they don't need Canada any more due to there shale oil/gas discovery. So, the pipe strategy seems to head West to BC. This is wise, since Canada has to have a fallback position. Hope that all the key players, FNs and environmentalists would throw in their support for "green enough" projects.
Similarly, this slurry pipe option for the RoF looks quite promising from many points of views including potential environmental impact. Ditto, support (moral and political only, the company can take care of the $$$ requirement) from key players are required.
Enough navel gazing, it's time to make a move.
