Yes, I understood your post and agreed with you. Tetratech said the road would cost ~$1.1B.

I was just confused by goldhunter's post, "The private road CLF proposed for monster trucks would cost CLF $600M. Anther $600M is expected to come from the Ontario Government, i.e. total cost is ~$1.2B."

It implied that Cliffs was going to pay $600M and Ontario to pay $600M = $1.2B for the all-weather road, which was not the case.

In fact, according to Cliffs, Ontario would pay the total cost of $600M for the south north all-weather road and through a system of tolls, others like Noront and Cliffs would pay a share, according to use and over time the province would recoup their investment.

Of course, Cliffs was going to maintain the private corporate road and would expect a reduction on the toll rate and priority right of way.

It's amazing the divisional court didn't see through all this. If they had, they would have sent Cliffs back to square one and they would of had to start the easement application over, but this time, the minister would have to be present to explain exactly how it was in the public interest to choose one joint venturer over the interests over another.
