As usual, very nice map!
As shown in the map, 3012258 is the bottom and east side of FNC JV and the 2 big blocks at the bottom belongs to the KWG Koper Lake claims. The Eagle deposits are quite near the "shared ramp" (not sure who proposed this). The two BBs are on the East side of FNC JV block and the one down below at the bottom (KWG). From the scale of other maps, the height of each big block is ~1500 m which is not a great distance in mining operation. As a comparison, the chromite large deposits in the area are located between 500m to over 1000m. Depending on the co-operation between NOT and KWG the ramp can start practically anywhere near the boundary of NOT and KWG claims (including the FNC JV). In other words it does not have to be on NOT claim near Eagle-1. Also it does not need to wait for Eagle-1 to be developed first. If a major is willing to develop the chromite with KWG, then it would be NOT who would want to discuss sharing of the ramp.
KWG with the new claims (Koper Lake) and the FNC JV would have plenty of elbow room to start a ramp from those claims.
One junior with two (gold) deposits one shallow and one deep was proposing a shallow pit to extract the near surface deposit and then through a ramp (some 2000 m) to get at the deeper deposit for an UG operation. Operating mines such as the huge Olympic Dam (Au, Cu, U etc) in Australia has huge (long) ramp system to accommodate the busy traffic of trucks and other machinery.
