- Don't know for sure, but it would be reasonable to assume that Deloitte report would be made available, through Public Access, since it's funded with public money. A persistent requester, especially from the press, will get it, or they will go to court.

- If the Lib won the election on 12 June, they would need to comply with the requirements from the Feds by spelling out the details of specific projects for getting the money (matching or otherwise). It would be an uphill battle, since the Lib must woo back the Feds by asking for all the previous (Feds) bashing to be forgiven. A cordial dialogue would always be more effective than picking a fight with the Feds for getting their money. Don't quite understand the Lib strategy of dragging (criticising) the Feds in a provincial election campaign, since there is no need to have another enemy, especially one that you would need to deal with later for support (money or otherwise) if you won the election.

If the PC won the election, they would still need to submit detailed proposals for specific projects before the Feds would give them the money. It's a common sense requirement, since nobody wants to sign a blank cheque. It would be unimaginable to see PM Harper hand over a $1B cheque saying: "here's the matching fund for you to do whatever you like". No way.
