I like this part (excerpt below...underlined, mine). This means the RR, in the NS corridor, is a high priority, and not a "400-series" super highway for CLF private use. The NS road is also a priority, but it must be a small service road which can be squeezed in along the RR. It's always convenient to have a service road along the RR for people to take their cars out for a spin in good weather.
May be I missed it, but who is the author of this piece of writing, is that you or somebody else?
