Irish,
...."Lavigne spoke about a sophisticated group of companies called Outojumpu in Finland, which has a large ferrochrome processing plant and stainless steel plant on the same complex."
Co-location is certainly doable in Canada as well. A stainless steel plant using chrome and/or Ni (trying to rope NOT in here as well) co-located with the gas-powered chromite smelter would generate a lot more jobs.
While we are at it, the heat coming out of the furnace could be used to make steam which can be used for direct heating of the plants, and to generate electricity for the complex,... and beyond (for any FN communities nearby, the government should provide support for this service).
If there is any additional surplus then this could be sent back to the grid...just wondering if the Ont Gov would buy this at the price enjoyed by solar and winds, after all, innovation for reuse of heat should be considered as "green" as well.
Should pass this idea along to Moe...and Frank.
