GM,
Thanks for posting the info from the session with PM Harper.
Two take-away points, both optimistic:
1. ‘one project, one review’ EA process: Harper pointed out that the federal government had introduced significant system-wide improvements to achieve the goal of ‘one project, one review’ in a clearly defined time period, streamlined the review process for major economic projects, enhanced consultations with Aboriginal peoples, and strengthened environmental protection and pipeline and marine safety.
2. Province needs to propose the require funding, and Feds will consider (matching from $14 B fund set aside for infrastructure):
Thomas asked Harper about funding for infrastructure for projects in remote regions such as the highly-touted Ring of Fire mineral belt in Northern Ontario, which has been mired in government red tape to build a 300-kilometre road to access the vast metals resource.
Harper pointed to the federal government’s recently announced $14 billion infrastructure fund, saying: “we will prioritize those dollars principally in collaboration with the provinces.
“So they will have a lot to deal with deciding how much of those dollars they want to put into areas like Ontario’s Ring of Fire, areas where there is obviously need for major infrastructure,” he said.
Premier Wynne already wrote a letter to PM Harper asking for a 50-50 split of some $2+ B. Just put the exact amount in the upcoming budget...something like
Warning: I just made up a Nation Builder's vision below, as a staring point for the budget document. Skip this section if not interested.
" To unlock the wealth in the RoF, unlike the other two parties, the Liberal government is prepared to invest $2B in the infrastructure required for the development of RoF. This will create thousands of jobs for Ontarians and significantly improve the the quality of life of the First Nation people...blah, blah. It should be noted that we have received a firm commitment from the Federal government, under the able leadership of PM Harper, to provide a matching fund of $2B. This total amount of $4B will be used for the construction of major structures including, but not limited to, the EW road, the power transmission and tele-communication networks, and most importantly the NS railroad which will be operated initially under the current Provincial Development Corporation which will be renamed "Ring of Fire Port Authority, or RoFPA" under the Federal jurisdiction, before the end of 2014. The ONTC and various other stakeholders will be part of the Port Authority and will operate the NS rail system which may extended to complete railroad loop (called Ring of Rail, or RoR) which will link the RoF and Victor Mine to the Port of Moosonee. The budget of $4B could be supplemented with constribution from companies in the area or by public funding by issuing bonds... more blah, blah".
How's that for a vision.
Spring is almost in the air, so we would expect an election?
