Thanks for pulling out the link. Even though the government has not confirmed this, a $600M contribution (promissed in secret by the former Premier) for the NS private road for the benefit of CLF alone is certainly not for the public interest.
In addition, apparently, CLF was also promissed a sweet-heart deal on electric power rate (some $0.055/kWh, or even lower) for the electric arc furnace proposed for the Sudbury area. There was some sort of confirmation from the government (a Minister?) on the subsidy, but it was then...by the former Premier. Now CLF seems to drop out as a major RoF developer, so the governement can concentrate on putting the money in building the NS RR. The $600M for CLF could be thrown in the table to get some matching fund from the Feds. The rest of the money could be raised by some potential key players (much bigger than CLF and they actually have the cash in a multiple of Billions (capital B)...and public bond from the Devel Corp (or the Feds Port Authority which has a nice ring to it).
It's no big deal to raise a couple of $B for the RR. The toll booths would rake in tons of money to pay for it.
