I was around the area as well, but it was too windy so wa not brave enough to get out. The cost was in 2010 dollars I believe, and I am not sure if it included everything. For the new Windsor Detroit bridge the cost is in the order of $B. Anong other things it's longer than the other bridge and the designs and method of construction are different. Also, there is complex granting/matching funds involved. The customs plaza on the US side alone would cost $0.25B (the same for this side, I presume). The upgrading of the parkway leading to the bridge on our side would cost the Ontario Gov something like $1.6B, if I remember correctly.

So, $2B for the RoF RR is probably not too bad to handle.
