Just some observation, sounds like KWG is in there somewhere. KWG could add Black Horse as part of BB development (also, PRB BC would be ready to join in a JV, since DP is fully occupied with Borden Gold Project).

Everybody will need the RR (not the NS road) for bulk transportation of chromite ore out of the RoF.
