BJ,I think they could build the railway faster than they could build a road.Bridge construction slows it down but all material would be brought to site on railcars with cranes.The railbed is designed to carry the weight of those components whereas roadbeds especially with asphalt cap would be too soft.Also it has been stated that in some areas there is neither enough room nor enough aggregate available for bothJMO.
