from what I read; there are many issues involved with ONR....a major issue, is the question of serverance and pensions....how much is the Ontario payer on the hook for, should the ONR be disolved....the work force up there, would collect their Ontario pensions and serverance, in a microsecond...forget working for a new RR...they are gone...so much for the skilled RR workers to start a new railway...
The Ontario, is effectively control by Toronto....the voters there, want subways, day care, and sand boxes....they don't like dirty construction, dirty messy mines sites, or cutting down a tree.....hence a shakey Ontario government, with a debt of 278 Billion, and the winning position of the 7th in the global race to the encomical disaster....is in no position to offer anything to Northern Ontario, or RoF....
