Cliffs, has skated into a corner.....they need development as much as anyone....they can't standby and merely go on contesting the situation....they need a return for their money....for me, it appears a trival situation, why would Cliffs be concerned about how/how the ore is transported to market...if KWG, wants to build a RR, and move the ore, I suggest, it would be cheaper for CLF, than building their own RR.....
