I may be totally out to lunch, but thought that having any FN representation to the commission hearings would have been more benefit to KWG than to Cliffs. KWG has developed a good working relationship (from most reports) with FN and it may well have had some impact on the decision as this is an integral group to the overall development and their concerns/issues are not going to just disappear.
