With respect to the quote

In the absence of a full text (i.e. just using what is listed above) it's my interpretation (could be completely wrong) that the underlined portion refers to CLF ownership of Black Thor and Black Label, and not the proposed N-S route. In fact, if this interpretation is correct, then the underlined portion could be just taken out, and replace the word "the" with "CLF" before "Black Thor", to avoid potential confusion.
As it stands, CLF easement application is still in front of the Commisioner. I see 3 things:
- It would not be wise for the Ontario goverment to steam roll a small Canadian company over to clear the way for a bigger foreign company;
- It would be advantageous for CLF to agree to a fair settlement (including a TO of KWG, but keeping it as a Canadian subsidiary...to get some Fed money) rather than facing KWG in messy court case, noting that Frank is a lawyer, and a clever one.
- Despite all the noises about the N-S road, the RR will be built (along with the roads, N-S and E-W) and the Fed can help as part of their development of the North.
Just my take.
