If it were the case then, presumably KWG would have some kind of compensation (like $ constribution from Ontario to build the RR)?

Also, this road would be good for everybody, groceries by trucks rather by planes (4-litre bag of milk $12.89 in Webequie, and just for curiosity, Cheez Whiz $29.39/large jar in Nunavut) to the Far North communities, and access to the RoF mining camps (transport equipment and material up to build the mines)...but not for 100 monster chromite ore trucks (from CLF alone) to tear up the road in notime and mow everything else (cars, etc) on their path at night and in bad weather (blame visibility).

This road will be build, but the RR is still needed (and CLF agreed) for bulk carriers which are on their own tracks so they can run at night and bad weather.
