Many interpretations are possible for this ancient proverb. One is "it's here and now", or just like the slogan in Honest Ed (Mirvish) store in Toronto: "don't just stand there buy something". In our case, I would say "Baosteel has take the first step" and that "the journey would not (has nothing to do with NOT/aka Noront, but perhaps it does) take a 1000 years". LOL.
