Goodheart, good catch! It looks like a glorious report from Xtrata.

With respect to your rmark near the end "This can only be kwg ore that xstrata proved can do this..." I would throw in PRB Black Creek, and perhaps FNC new chromite find in C-1 area, as potential candidates (along with KWG) for DSO.

In CLF proposed site plan for BT, CLF penciled in a road through PRB land as part of their transportation access to the new proposed airstrip, employee accomodation quarter near the air strip, and the road to the railhead/staging area in the south (via FNC) in the Koper Lake claims (KWG). Inclusion of BC in the mining scheme of BD would gain CLF quite a bit of ore from the buffer zones between BC and BD. It's quite easy to modify the plan to start with BD and BC first and BT later, or just leave BT in the back burner as an orphan.

In CLF $3.3 B scheme, the cost of aquisition of KWG, PRB and FNC RoF properties could easily be offset by the savings from the DSO and operating cost reduction of the (electric arc?) furnace. Let's not forget that CLF needs transportation access via PRB and FNC lands and the RR corridor over which KWG has control. If I were CLF I might as well get all the real estate around there to monopolize the situation (and keeping potential competitors at bay?)

Just speculating.
