From a post on the FNC board on this site, referring to ArcelorMittal's Railway in Quebec- is this how the law works in relation to RRs in Ontario also?

Now, if this is actually the legal position with regard to privately owned railways in Ontario, Then CC (ie KWG) is in a very strong bargaining position.
I thought the railway would automatically be a 'common carrier' Hmmm--
