That is a very valid point and I can tell you that many are concerned by it. The subject of reporting this to the OSC has also been mentionned more than a few times, but I have to say that bringing Gravelle into the mix is certainly an end around.

Your suggestion, although very original (strategically speaking) could not be addresssed openly by him. He cannot be perceived as interfering in the flow of business, given that he is a public figure....that doesn't pre-empt him from excerting influence through the old boys network, if he sees the need and the appropriatness of doing so.

I personally think that this requires a motivated major shareholder at that level (and there are many including management, execs at KWG and friends of KWG) who can and will raise the issue of suspiscious and manipulative trading paterns with the OSC. The key question, and the one that we may have to accept as unanswerable, is whether these actions are illegal or are they just enabled by a lagal loophole which is facilitated by the fact that the OSC doesn't have enough resources to investigate and prosicute al of these cases...and I am sure there are many...

What we really need is an interested outsider, to come in and buy a large number of shares on the open market, so as to exhaust the invntory of those who would dump to support Cliffs...and that doesn't solve the practice of trading within accounts that are owned by the same entity but in different institutions.

I have wrtitten to Gravelle a month ago, and got a nice politically correct response. Your intentions are good but I think this attempt at upholding justice would have an "ice cube's chance in Hell" of surviving past one of his aids...makes me wonder though, if someone at KWG could be working at this behind the curtain???
