Who else that Cliffs would want a minority share in BD's chromite claims?

Cliffs has a 19,9% stake in KWG, so they are sticked with independant valuations before taking-over KWG. They unofficially 'control' KWG with their near 20% holding. So what's the hurry for Cliffs? And, really, who else than Cliffs would want to pay big money for a minority share in BD? Dunno... Just asking...
