They could just sell/ship unsmelted ore, but there is a lot of money to be made by smelting & shipping ferro-chrome. They intend to supply both markets and corner North America as well as sending some overseas.

This is something like the situation with lumber - you can sell logs or invest capital and then sell both raw logwood and dried and cut planks or even further processed wood in the form of roof trusses or similar.
