The point of my post is this, The Province of QUEBEC has complete control of Canada, rather than Ottawa, and if China were to approach QUEBEC with a request to have THE ORE from the ROF sent to China and Quebec so desired to accomodate them that's where the ore would go, regardless of what Ontario said. We all know that Quebec dictates to the rest of Canada or at least to the Prime Minister of Canada what he is or is not allowed to do.
