The halt is for clarification. What I see is the one valuation refers to a SPQ value i.e the 1.3 factor would have to come out to get the KWG value. The other valuation is KWG. I can see the confusion and the 'slight of hand'. 24 cents to SPQ holders (implied) /1.3 give a KWG value of 18 cents.

The halt is good becaus I think CLF may be on the sell side when it opens. This is war imo.
