I wonder if they would even bother with a NR when they reach that agreement?

They did mention it as you have too.

"In addition, the Corporation is currently identifying all interested parties in order to commence the necessary consultations with the appropriate stakeholders and aboriginal parties in order to ensure that all future exploration activities on the Langmuir #1 Project is done in an efficient and responsible manner."

I see on the Ontario Environment website that a proposal once submitted has 30 days for public consultation and or input.
