As you know, the NCIB rules state that ISM is only allowed to purchase shares at or below the last independant trade. They cannot buy back shares to increase the stock price. It's very hard for the NCIB to work in ISM's favour when independant trades keep hitting the bid and probably why there has been very little participation. Remember, 10% of the float is a maximum number of shares ISM can buy back and not a for sure thing.
