In my gut, this piece jumps out at me. This alleged action is very unprofessional. To have apologized tells me it has indeed happened. I would assume he must have acted on his own and as such I would think this employee would be no longer employed. It risked alot for them and by not terminating, is it not condoning a very unprofessional behaviour?
By the way, I would think the apologies don't stop there.
Mr. Will Randall BSc (Hons) MSc Geology PGeo. He is a VP of exploration and he happens to be a Geologist in the company. This is a lead role and an executive position. As such this type of thing is not very professional at all in my humble opinion. (IMHO) It's a mess alright.
I looked up the definition of condone. I think failing to punish is what comes to my mind.

This means to overlook or forgive bad behaviour, or to treat it as unimportant; a woman is said to condone her husband's adultery if she continues to live with him as his wife although she knows what is going on. It can be used to mean 'agree to' (perhaps reluctantly), or 'acquiesce'. If using condone in this sense note that it implies a certain amount of shared guilt in failing to punish or prevent something: Nixon may not have planned the Watergate break-in, but he certainly condoned it.
