Casey Research seems to think profit has been taken on this, suggesting upside is limited in their view. That could be a factor in itself.
There seem to be quite a high volume of sellers compared with buyers right now.

Still, HAT has kept it's advantage over the nuclear NLR ETF, since the discovery over a year ago, and seems to have a nice base around 2, and didn't suffer too much last autumn.
