I had trouble figuring this out “the forthcoming start of the final phase of the PUREVAP™ Quartz Reduction Reactor (RRQ) Research and Development program, and the imminent completion of the commissioning of the pilot system”, and had to use some advanced mind bending techniques to do so [chuckle].

The problem, for me, was caused by the insertion of the comma between “programme” and “and”. The comma separated the two sentences and made them sound like different phases. It was inadvertent, and once I mentally removed the comma it made better sense. The rest of the news release was easy to follow.
