They don't own an operating quartz mine. Better off to invest money into developing the technologies they are currently working on than developing a property to build a quartz mine. If you think building a manufacturing facility is expensive try building a mine from start to finish.  Pretty easy to buy quartz, pretty expensive to mine it, especially if the mine hasn't started building out the operations to begin extraction.
