There is a group,Save Canadian Mining,they are pushing to reinstate the up tick rule,it is lead by Terry Lynch,Eric Sprott is also involved,they say the up tick rule will make it harder for short traders to manipulate the share price,and they want to abolish short trading small cap <$250 mil companies.
