IMHO, the problem with any system in place today,is that it has no basis and that is a sure sign of failure.

The system needs to be built around the answer to a simple question.

"Who does it serve?"

Answer that question honestly and the base is provided.

If it is self serving, it is no better than a Ponzi Scheme.

"We live in interesting times"
