If the people of Crimea want a referendum to decide the fate of their territiory, why do they need the sanction of the Politicians in Kiev?

Similarly with Quebec in Canada. Scotland in the G.B., Catalonia in Spain etc. Surely it should be the choice of the people, not the Politicians.
