This measure won't hurt the deep-pocketed big boyz that are relieving the Crimex of their goods one bit. They are already putting lots on delivery notice and are prepared to pay for 100% value in cash. No substitute other than covert off-the-book transfers of real metal will appease their hunger, and only then as a temporary measure at best to extend the lifespan of the Crimex hoard. All this notice will accomplish is to fleece the little guy who can't afford margin, diverting additional quantity of real metal for delivery to the large players. Perhaps this is the intent.
