Hard to believe that any enhancement of current tech is really necessary; could it be someone doesn't want any tech to be focused on this particular segment of securities trading? Given what computer wizards can do, setting up something to stop this sort of thing should be a piece of cake - apparently, though, the will and the cash needed to do this are not united!!
