Comment:

Most of the guys working “on the side of the road”, for the most part, are paid for with taxes that the private sector, by law, has to pay out; not a very efficient way to spend “Trust” monies.

Those lazy “arsebags” from the private sector are there at the discretion of the owner and any monies they “earn?” gets taxed to help cover the wages “of those guys on the side of the road”. Now, if those “arsebags” were fired, they would probably join the unemployed and become, by definition, an extension “of those guys on the side of the road”.
