Hi scout,

I saw that too, but I cannot find anything on the Forex.com website to confirm it and I've been searching through the Dodd-Frank bill and cannot find anything there either. Might be bogus, at least as stated or implied, but I wouldn't doubt something's there in some form. Waiting for confirmation from somewhere else.

One thing's for sure. The Dodd-Frank bill is a monster and mind-boggling in its length and complexity. I wouldn't have believed it until I saw it. Looks like a disaster in the making.
