Please excuse my "less than scientific" explanation, but it is who I am. I like the direct, no BS approach wherever possible.

So how do you financially weaken a potentially strong opponent without it being aware of the financial danger?

First, you establish where your loyalty lies.

Then you secretly introduce an organization into your enemy's camp that can operate with impunity.

You find a way to put it in charge of your enemy's money supply.

When the time comes such that your enemy has more financial clout than you, you find a way to fraudulently transfer as much wealth as you need to weaken your opponent.

Then you find a way to make sure those finances can never be returned to their rightful owners.

Voila, no more enemy with clout.

Does this description fit the mould of any organization we know of?
