The character in Peru that Dave refers to is Otto Rock.

Otto is a coward who refuses to identify himself---imagine that?...but we have come to learn that his name is Mark Turner. Presumably he lives in S. America, perhaps Peru as he covers numerous Latin American companies with his pathetic analysis.

Ecclestone works for Global Hunter Securities--Newport Beach, Ca., who's brokerage name was atop the scathing report he wrote in Nov. 2009 in which he insinuated that ECU was another Bre-X ("only missing the helicopter"). He evidently maintains some connection with Hallgarten Securities--NY, where he was previously connected with Mark Turner.

Ecclestone is an experienced, professional "hack-man," undoubtedly hired by a naked-short hedge fund(s). He is clever enough to never accuse management of fraud directly-- making sure he doesn't cross the litigation line where he would be vulnerable to slander, etc. So, he ventures as far as the "gray" area as he draws inappropriate analogies.
