How about some hard facts?
Let us estimate the existing world population to be 6 billion (I think it is slightly more, but for clarity, lets stay with round numbers).
In order to reduce the population to a sustainable level, say 3 billion, in 70 years, the numbers of people would have to be reduced by 1% per year.
So, in order to replenish the race, births would need to be monitored to less than 50% of deaths.
i.e. Based on 6 billion, the ratio of births to deaths would need to be one new birth to 2.3 deaths. This ratio would need to be monitored and adhered to for 70 years.
If the goal is to meet the target in 35 years, the ratio would need to be 1 birth for every 4.6 deaths
To meet the target in 10 years, the ratio would be 1 birth to 16.1 deaths.
This is how the demographics would have to work.
