Another point,

If the Chinese are indeed determined to accumulate much, much more PM stockpiles, then I would suggest that they are as complicit (by inaction?) as the cartel in keeping paper prices low. I don't really believe that that is the case..exactly; and would like to see more some debate here about their (and other's) methods and intentions.
