Consider this hypothetical:

Bill has been looking into the manipulation going on for over a decade. He has associates of excellent talent and understanding also investigating what is going on. There are at this time multiple investigations in progress, both civil and criminal. If he has been contacted by any of the investigating parties, it is logical to assume that he would be required not to discuss any testimony or the subjects covered.

For years people have denigrated the things bill has been saying. Now it is coming to light that he has been right all along. It must rather frustrating for him if he must be quiet about something so dear to his heart!
