I don't disagree that there could be fraud, but most buyers did not understand what they were buying in the first place.
Their judgement was clouded by the favourable terms offered, including rate of return and insurance.
Most buyers signed knowing full well it was not their money that was being used to "do the deal".
Cockerel rule no. 2. "Easiest thing in the world to do, is spend someone else's money."
